Résumé

Daniels et Pearlman se sont rendus à la mairie pour révéler l'incroyable vérité. Carcetti devient fou mais, sur les conseils de Steintorf, convient que l'affaire doit être étouffée. Si Freamon et Mcnulty, les deux instigateurs de la supercherie, sont virés, le scandale éclaboussera tout le monde. Et ce n'est pas le moment, les élections pour le poste de gouverneur approchant.
Et peu à peu, toutes les parties (policiers, avocats, politiciens, journalistes) découvrent que chacun a des choses à cacher et que tout le monde peut faire pression sur tout le monde. Seuls les plus habiles s'en sortiront...
